2021 Pacific Adult Hockey League

Summer Series

The Summer Series is intended to be a fun “tournament”. Level of play would be considered recreational with an emphasis on an enjoyable experience. This is not a competitive league.

FACILITY RULES

·      Spitting is not permitted in any public areas, in dressing rooms, on player benches or on walkways. Teams are asked to bring receptacles to use on the bench and dressing room and during the game to spit on the ice, not on any other surfaces in our facilities. If any player or team is identified as leaving spit on any non-ice surface the team will receive a written warning for the first offence, a $100 fine for the second offence, a $100 fine and 1 game suspension for a third offence and a $500 fine or possible expulsion from the league for a fourth offence.

·      Teams can enter the facility and into their assigned dressing rooms 30 minutes prior to their game time. Bathrooms and showers will be made available to teams. The All Users Dressing Room will be available for female players not wanting to dress in the same room as their male teammates.

·      Teams must leave the dressing room and dressing room area within 30 minutes after the end of their assigned ice time and in respectable condition. Any teams reported to leave later may face fines and/or suspensions and/or limitations on dressing room privileges. Teams damaging or leaving dressing rooms in a disrespectful state (beyond typical usage) can be fined and/or lose their dressing room usage privileges.

·      It is expected that teams/players will conduct themselves in a respectful manner. Any reports of disrespect to employees or contractors of GSL will be dealt with by the League Coordinator or/and the Facility Manager.

LEAGUE RULES

It is the responsibility of every team rep to ensure that their respective team receive and read the league rules. “I don’t know” is not an excuse not to follow our league rules.

The league strives to follow all the rules based on the Canadian Amateur Hockey Association. There are some rules that are exclusive to the Pacific Adult Hockey League that supersede the CAHA rulebook. LEAGUE FEES

League Fees are due in full upon registration. Team reps can make payments on the league online shopping cart at www.shop.capitalnewscentre.com. Team reps may also call the office at 250-764-6288 and pay by credit card. Additionally, they may also stop in and pay in person at the office located at the Capital News Centre. (4105 Gordon Dr.) If the team has a credit from previous season(s), the credit can be used but the registration payment will have to be processed manually, not through the online checkout.

Please note, the team contact or person registering the team is held responsible for the full payment of the team account.

STATISTICS/SCHEDULES

The Summer Series is scheduled to play Mondays through Fridays in August. Games will be played exclusively at the Capital News Centre.  Co-Ed games to be scheduled on Mondays and Wednesdays (providing the ice time allotted by the facility will allow for these days).

The League standings/schedules will be posted on Hockey Community.  On Hockey Community you will find information on team schedules, team leaders, team rosters, and individual/team stats. Standings in each division are based on winning percentage, not points. If there are changes that need to be made to the names/stats of any games, only submissions from the team rep will be accepted.

EQUIPMENT

Full hockey equipment is mandatory for the PAHL. Facial protection/mouth guards are highly recommended for each participant. Helmets must be in good working condition. Helmets that are severely cracked and/or do not have proper chin straps will not be acceptable. Should a player have a piece of illegal equipment, they will be asked to leave. To be eligible for dental claims, your team must have opted in for the insurance coverage before the first game has been played and a player must be wearing a mouth guard/facial protection. Proper fastened chin straps are mandatory on all helmets. Helmets with ‘J’ clips and Visor brackets are not acceptable.

PUCKS

The league will supply pucks for warm-up and for game play. There will be a bucket placed on the ice that will have pucks for both teams. At the end of warm-up, the pucks will be turned in to the timekeeper’s box. Each team must have at least one player pick up pucks after the warm-up is concluded. Should a team not do this, they will be assessed a delay of game penalty to start the game.

JERSEY CONFLICTS

Each team must declare their primary jersey color to the League Coordinator at the start of the regular season.   When there is a jersey conflict, the visiting will change jerseys. It is the responsibility of the teams to have spare jerseys. The League does not supply jerseys.

***ALL JERSEYS MUST HAVE NUMBERS *** TAPED ON NUMBERS ARE NOT ACCEPTABLE. Players will not be permitted to play if their uniform is not numbered. Teams are also not permitted to have duplicate numbers on their roster.

FIRST AID/EMERGENCY SITUATIONS

It is recommended that each team supply a first aid kit for their team’s use. If an emergency arises, please call 9-1-1.   Note that the CNC address is:  4105 Gordon Drive. Our facility is equipped with a defibrillator in the event it is necessary. It is in the lobby between the two rinks. You can also contact the engineer on duty at (250)864-1806.

OFFICIALS

It is our goal to provide 2 on-ice officials and a scorekeeper for each game. The on-ice officials and scorekeepers are contractors of GSL Holdings and any form of abuse will not be tolerated. Verbal or physical abuse directed to the on-ice officials/scorekeepers will not be tolerated at any time. Participants who violate this policy will be dealt with by the league.

WAIVERS

Waivers must be completed by every participant once per season. All players must register before playing in their first game. It is the team rep’s responsibility to have this done. Waivers must be completed before any player can participate in the PAHL. Every waiver needs to be fully competed to be valid. Teams will forfeit the game if any player on the team has not completed a waiver; therefore, being classified as an illegal player. Waivers must be completed online through Hockey Community. There will not be paper waivers to complete, all waivers must be done online.

Anyone on the players’ bench (i.e. Coach) must sign the online waiver prior to the game and must be listed on the scoresheet.

PLAYER ELIGIBILITY

Players playing or on the official roster of a Junior or Professional hockey team at any time during the 2020/2021 season, are not permitted to play in the League. Senior Men’s Hockey is not classified as professional therefore those players are permitted to participate in our league.

All players must be 19 years of age or older before they participate in the league.

GSL Holdings reserves the right to reject a player’s or team’s application or terminate a player’s or team’s participation in the league at our discretion.

GAME SCORE SHEETS

Teams may have up to 30 players on their rosters for the Summer Series.

The League reserves the right to ID players anytime during the season, including playoffs. Failure to produce ID upon request will result in the offending team forfeiting the game. If a team suspects an ineligible player is dressed for a game, they can request the referee perform an ID check. This request must be done prior to the start of the first period.

Every player is required to be checked in on the game score sheet by the team rep before they participate in the game. The scoresheet includes another version of the waiver that applies in conjunction with the online waiver. Any player caught signing in as someone else will be suspended until further notice. The league will determine the penalty the offending player will be assessed.

PLAYOFF ELIGIBILTY

Players and goalies in the PAHL must play in at least 1 of their team’s round robin games to qualify for playoff participation. The only exemption will be for goaltenders in the case of an emergency, in which case a replacement from the League may be permitted. The substitution must be approved by the League Coordinator PRIOR to participation in any playoff game. Exceptions may be considered providing the League Coordinator is notified by the team a minimum of 1 week prior to the playoffs commencing. Goalies from higher divisions may NOT play down for playoff games.

Any team using an ineligible player will forfeit the game. If a team wishes to protest a playoff game, it must do so in writing to the League Coordinator within 48 hours of the end of the game. Report your intent to protest due to a suspected ineligible player to the referee and they will include the information in their reports.

The League Coordinator will review division alignments based on team performances in the first half of the season.

MOVEMENT OF PLAYERS

Once a player has participated for a team, they are bound to that team for the remainder of the Summer Series. This means that they cannot play for any other teams within their division. The exception being if the player plays as a “spare” goalkeeper for another team.

Co-ed Divisions – Females may play for more than one team.

PLAYERS PLAYING FOR MORE THAN ONE TEAM

Male players may play for one team in the Men’s 19+ division and one team in the Co-Ed 19+ division.  The exception are goalies who can play for multiple teams but preferably only 1 per league (Men’s / Co-Ed). Ladies may play for two teams in the Co-ed Division.

NUMBER OF PLAYERS

A team must dress a minimum 6 players for each game. The maximum number of players permitted to dress is 17 skaters and 2 goaltenders (total of 19). It is the responsibility of the teams to be on time and ready to start at game time. In the event a team cannot dress a goaltender for a game, they may skate with 6 skaters instead.

If both teams are unable to ice the minimum number of players, the game will be declared a forfeit with neither team receiving a point, and the GAME WILL NOT BE RESCHEDULED. The forfeit fee will not apply in this case.

Co-ed Divisions- At least 2 female skaters must always be on the ice. A female goalie does not count as a skater. If a team has less than 2 female skaters on the ice the penalty will be a 2-minute minor penalty.

PLAYER BENCHES

Player benches are reserved for participating players ONLY. Players Injured during the game may remain on the bench. No one under the age of 19 is permitted on the player’s benches at any time during the game. It is the responsibility of the participating teams to use the properly assigned benches during game play. If a team is on the incorrect bench, they will be required to move to the correct one by the end of the warm-up.

 Teams may have one coach on the bench during the game. Coaches that are abusive in any way, will be directed to leave the facility and will not be permitted on the player bench again. Should there be a complaint about abusive players/coaches on the benches, the league will investigate the matter.

***Any coaches/injured players who are viewing the game from the bench, must also sign a waiver and the scoresheet before the start of the game***

GAME FORMAT

Each game will be allotted ice for a duration of 1 hour and 15 minutes. The time is to be divided as:

5-minute warm-up

20-minute run time first period.

2-minute break between periods.

20-minute run time second period.

2-minute break between periods.

15-minute run time third period. Last 2 minutes stop time.

Round Robin games - Games can end in a tie score.

PLAYOFFS- If teams are tied at the end of regulation, there will be a 3 person shoot out. If teams are still tied after the 3-person shootout, then a sudden death shootout will take place. No player may shoot twice until everyone on their entire playing roster has shot.

Co-ed Divisions – A female must take the first shot and the shooters will alternate between genders.

SCORING

Co-ed Divisions – Male players may score a maximum of 3 goals in a row. If a fourth goal in a row is scored by a male the goal will not count and the faceoff will be at the face-off circle nearest to the goal as signaled by the referee.

MERCY RULE 

The mercy rule will go into effect: 

a.    If there is a score differential of more than 5 goals with 5 minutes remaining in the third period, the time clock will run. If in the event of the score differential becomes less than 5 goals during that time, the clock will continue to run during the last 5 minutes of the third period.

b.    If there is a score differential of more than 8 goals at the START of the third period, the time clock will remain running for duration of the third period. 

FORFEITS

Any team that forfeits a game will have a $100 fine that must be paid prior to their next game. The non-offending team will receive the fine equivalent in the form of a Boomer’s Gift Certificate.

TIE BREAKING PROCEDURE

If the winning percentages are equal in the League standings at the end of the season, the following tie breaking procedure will be used:

1.      Most Wins

2.      Plus/Minus (Difference between goals for and against)

3.      Least Penalty Minutes

4.      Most Goals

ENTERING THE ICE AT THE START

Players are not permitted on the ice until the Zamboni doors are closed. Offending teams will receive a 2-minute Delay of Game penalty to start the game.

AUTOMATIC ICING

Automatic icing will be in effect, including the puck crossing through the crease.

SLAP SHOTS

Full slap shots are permitted in the Men’s 19+ League only.

Co-ed Divisions - Slapshots are permitted by the female players only. Fake Slap Shots are not permitted. The blade of the stick must not come up past the knee. In the event it does, the play will be blown dead and the face off will go down the ice as if it was an icing call.

FACE-OFFS

 

If a team receives a penalty, the face off will automatically be in the end of the offending team. If there are coincidental penalties on the same play, the faceoff will remain at the dot closest to where the offense occured.

BODY CHECKING

Body checking is not permitted at any level in the PAHL. There is a difference between body contact and body checking. Players and officials need to understand this.

COINCIDENTAL PENALTIES

Teams will play at even strength in the event of coincidental penalties.

RECEIVING 3 PENALTIES

Any player receiving 3 penalties in a game will be ejected upon receiving their third penalty.

Team penalties, such as bench minors or Too Many Men, will not count towards the penalty total for an individual player. Players who serve penalties for teammates/goalies will not have the served penalties count towards their individual totals.

Goaltenders who receive 3 penalties will receive a Game Misconduct. S/he will remain in the game and will be suspended the following game.

Goaltenders who receive a Match/Gross/Abuse of Official (AOO) penalty will be removed from the game immediately. Teams will have the option of playing with 6 players.

4-minute penalties for High Sticking/Head Contact/Butt Ending/Spearing will count as ONE penalty out of the THREE only***

PENALTY ACCUMULATION

Any player who receives 3 penalties in more than 1 game will be ejected for the remainder of the game and one additional game. This is a fun league and we will not tolerate players who are persistent offenders.

CHECKING FROM BEHIND

Any player who receives a minor/major penalty for Checking from Behind will be ejected from the game.

Any player receiving a major penalty for Checking from Behind will result in a minimum 1 game suspension and will be reviewed by the League Coordinator.

HEAD CONTACT PENALTIES

Players who make contact an opposing player’s head are subject to receive a ‘Head Contact’ penalty.

A 2-minute minor penalty will be assessed for accidental head contact. A 4-minute double minor/Major/Match penalty will be assessed for deliberate head contact. It is up to the discretion of the on-ice official on what penalty will be assessed based on the severity on the head contact.

All High Sticking penalties will be an automatic 4 minutes in length, unless a Major/Match penalty is called. This penalty counts as one penalty. If a player is cut because of a high stick, the offending player will automatically receive a 5-minute major penalty and a Game Misconduct.

A player receiving a major penalty for High Sticking (accidental) will be ejected from that game only. The officials must state “Accidental High Stick” on the score sheet. Anytime an opposing player is cut open and bleeding from a high stick, the offending player must receive a 5 Minute penalty for High Sticking.

MAJOR PENALTIES

Players receiving a major penalty will be ejected from the game and suspended for one additional game.

Any player receiving their second major penalty during the round robin portion of the schedule will be suspended for the remainder of the Summer Series.

FIGHTING PENALTIES

A player receiving their first Fighting Major will be ejected from that game and suspended for a minimum of one additional game. (Any Fighting penalty will be reviewed by the League Coordinator and assessed accordingly.)

If a player receives an Instigator penalty for the fight, that player will be suspended for the remainder of the Summer Series.

A player receiving their second Fighting Major will be suspended for the remainder of the Summer Series. (Any Fighting penalty will be reviewed by the League Coordinator and assessed accordingly.)

If a player is issued an instigator penalty and a fighting major, the opposing player, at the discretion of the League Coordinator, may not be suspended any additional games. Both players will automatically be removed from the game they received the penalties in.

Players who have a history of fighting, violent behavior or abusive behavior may be suspended indefinitely at the discretion of the League Coordinator.

MATCH/GROSS/ABUSE OF OFFICIAL

A player receiving a Gross/AOO penalty will be suspended for a minimum of 2 games.

A player receiving a Match penalty will be suspended for the remainder of the Summer Series.

All Match/Gross/Abuse of Official penalties will be reviewed by the League Coordinator and assessed accordingly.

SUSPENSIONS

The League Coordinator will handle all suspensions.

It is the responsibility of the Team Rep to contact the League Coordinator if clarification is required. Only the team rep will be contacted regarding the suspensions. However, all suspensions will be available through the League stats. Suspensions serious in nature will carry over from year to year, season to season, whether the league is Winter/Summer/Spring.

Suspension in past seasons will be considered when serious offences occur. PAHL reserves the right to suspend players at their discretion in an attempt to provide a safe playing environment for all its players and officials.

SUSPENDED PLAYERS

A suspended player who participates while under suspension, will result in his/her team forfeiting any games that they participate in. The player will be suspended indefinitely. The Team Rep will also be suspended for a minimum of 1 game for allowing a suspended player to participate while under suspension.

If a player is registered in both the Men’s 19+ and the Co-Ed Divisions, the suspension will apply to both divisions.

Any player on the 2050 club is not permitted to play in the league until the year 2050. The list can be viewed at:

APPEALS AND COMPLAINTS

Any suspension of 2 or fewer games are final and cannot be appealed.

All appeals must be submitted in writing or emailed to the League Coordinator within 48 hours of game completion. A team must be in good financial standing with the league to file a complaint.

All appeals/complaints must be submitted by the Team Rep. Submissions from individual players will not be accepted. Suspensions that are serious in nature, may take a few days to have the suspension length determined. Once the suspension is posted, the team rep has 48 hours to submit a written appeal.

Along with a written appeal, $100 must be submitted to the league to file an appeal. Once the written appeal and bond has been submitted the appeal process will begin. If the suspension is reduced or terminated the appeal bond will be returned in full to the team applying for the appeal.

SOCIAL MEDIA

Any Social Media misconduct such as trolling, threating, racial comments or statements found not appropriate by the Planet Ice league and facility management related to Planet Ice social media content including but not limited to our Facebook, Twitter, Instagram, Snapchat pages can result in league suspensions.

ALTERCATION(S) OFF THE ICE

Any players taking part in altercations (verbal/physical) off the ice, including but not limited to the dressing room area, concourse, Boomers, or the parking lot, will be subject to an indefinite suspension.

This could include a suspension from the property by arena owners and management.

DRINKING/SUBSTANCE ABUSE

All teams and patrons are prohibited from drinking alcoholic beverages and using illegal substances in the arena building, dressing rooms, and parking lot. Alcohol may only be consumed in Boomer’s Bar and Grill.

If teams are found with alcohol in the playing area, the team rep will be suspended from league play.

***All teams must leave their respective dressing rooms no later than 30 minutes after the conclusion of their game. Failure to comply with this rule could lead to fine and/or suspensions to the offending team, players and/or the team rep.
