PAHL 2021-22 Rules

2021-22 Pacific Adult Hockey League

FACILITY RULES

·      Spitting is not permitted in any public areas, in dressing rooms, on player benches or on walkways. We ask teams to bring receptacles to use on the bench and dressing room and during the game to spit on the ice, not on any other surfaces in our facilities. If any player or team is identified as leaving spit on any non-ice surface the team will receive a written warning for the first offence, a $100 fine for the second offence, a $100 fine and 1 game suspension for a third offence and a $500 fine or possible expulsion from the league for a fourth offence.

·      Teams can enter the facility and into their assigned dressing rooms 30 minutes prior to their game time. Bathrooms and showers will be made available to teams providing the Health Authority permits their usage.

·      Teams must leave the dressing room and dressing room area within 30 minutes after the end of their assigned ice time and in respectable condition. Any teams reported to leave later may face fines and/or suspensions and/or limitations on dressing room privileges. Teams damaging or leaving dressing rooms in disrespectful state (beyond typical usage) can be fined and/or lose their dressing room usage privileges.

·      It is expected that teams/players will conduct themselves in a respectful manner. Any reports of disrespect to employees or contractors of GSL will be dealt with by the League Coordinator or/and the Facility Manager.

LEAGUE RULES – **rules can be amended at any time.

It is the responsibility of every team rep to ensure that their respective team receive and read the league rules. “I don’t know” is not an excuse not to follow our league rules.

The league strives to follow all the rules based on the Canadian Amateur Hockey Association. There are some rules that are exclusive to the Pacific Adult Hockey League that supersede the CAHA rulebook. LEAGUE FEES

It is preferred team reps make payments on the league online shopping cart at www.shop.capitalnewscentre.com. Team reps may also call the office at 250-764-6288 to pay by credit card or pay in person at the office located at the Capital News Centre (4105 Gordon Dr.). Any credits a team has from a previous season will be deducted from the final installment for the season. Please note, the team contact or person registering the team is held responsible for the full payment of the team account.

STATISTICS/SCHEDULES

Games will be scheduled to play 7 days per week with ice times varying from 5pm puck drops to 11pm puck drops.

The League standings/schedules will be posted on Hockey Community.  On Hockey Community you will find information on team schedules, team leaders, team rosters, and individual/team stats. Standings in each division are based on winning percentage, not points. If there are changes that need to be made to the names/stats of any games, only submissions from the team rep will be accepted.

EQUIPMENT

Full hockey equipment is mandatory for the PAHL. Facial protection/mouth guards are highly recommended for each participant. Helmets must be in good working condition. Helmets that are severely cracked and don’t have proper chin straps, will not be acceptable. Should a player have a piece of illegal equipment, he/she will be asked to leave. Properly fastened chin straps are mandatory on all helmets. Helmets with ‘J’ clips and Visor brackets are not acceptable.

PUCKS

The league will supply pucks for warm-up and game play. There will be a bucket placed on the ice that will have pucks for both teams. At the end of warm-up each team must have at least one player pick up pucks and return them to the timekeeper’s bench. Should a team not do this they will be assessed a delay of game penalty to start the game.

JERSEY CONFLICTS

Each team must declare their primary jersey color to the League Coordinator at the start of the regular season.   When there is a jersey conflict, the visiting will change jerseys. It is the responsibility of the teams to have spare jerseys. The League does not supply jerseys.

***ALL JERSEYS MUST HAVE NUMBERS ON THEM*** TAPED ON NUMBERS ARE NOT ACCEPTABLE. Players will not be permitted to play if their uniform is not numbered. Teams are also not permitted to have duplicate numbers on their roster.

 

 

FIRST AID/EMERGENCY SITUATIONS

We recommend each team supply first aid kits for their players. If an emergency arises, please call 9-1-1.   Note that the CNC address is:  4105 Gordon Drive. Our facility is equipped with a defibrillator in the event it is necessary. It is located in the lobby between the two rinks. You can also contact the engineer on duty at (250)864-1806.

OFFICIALS

It is our goal to provide 2 on-ice officials and a scorekeeper for each game. The on-ice officials and scorekeepers are contractors of GSL Holdings and any form of abuse will not be tolerated. Verbal or physical abuse directed to the on-ice officials/scorekeepers will not be tolerated at any time. Participants who violate this policy will be dealt with by the league.

PLAYER ELIGIBILITY AND WAIVERS

All players must be 19 years of age or older before they participate in the league.

Each player must complete the online waiver before their first game every season. Waivers must be completed online through Hockey Community, there will not be paper waivers.  It is the team rep’s responsibility to have this done. Waivers must be completed before any player can participate in the PAHL. Every waiver needs to be fully competed to be valid. Teams will forfeit the game if any player on the team has not completed a waiver; therefore, being classified as an illegal player.

Once a player has signed the online waiver with their respective team they will be issued a helmet sticker. The sticker must be always visible on the helmet during game play. If a player loses their sticker or gets a new helmet, the team rep must contact the League Coordinator to ensure the player receives a new sticker. Once you receive your sticker, the number on that sticker will be your player ID number for the season. Only one sticker is required if you play on multiple teams/divisions. No helmet sticker, no play.

Anyone on the players’ bench (i.e. Coach) must sign the online waiver prior to the game and must be listed on the scoresheet.

Players playing or on the official roster of a Junior or Professional hockey team at any time during the 2021/22 season, are not permitted to play in the League. Senior Men’s Hockey is not classified as professional therefore those players are permitted to participate in our league.

40+ League – Players must have turned 40 years old in order to play in 40+.  The only exception is for goalkeepers who must have turned 37 years old to be eligible to play (or have played in this division previously and be approved by LC).

50+ League -  Players must have turned 50 years old in order to play in 50+. The only exception is for goalkeepers who must have turned 47 years old to be eligible to play (or have played in this division previously and be approved by LC).

GSL Holdings reserves the right to reject a player’s or team’s application or terminate a player’s or team’s participation in the league at our discretion.

COVID VACCINE PASSPORTS

As per BC PHO orders we will require all participants to have received their first vaccination by September 13 and be able to provide acceptable proof of such. Everyone will also have to have received their second vaccination by October 24 and be able to show acceptable proof of vaccination.

GAME SCORE SHEETS

The League reserves the right to ID players anytime during the season, including playoffs. Failure to produce ID upon request will result in the offending team forfeiting the game. If a team suspects an ineligible player is dressed for a game they can request the referee perform an ID check. This request must be done prior to the start of the first period.

Every player is required to be checked in on the game score sheet by the team rep before they participate in the game. The scoresheet includes another version of the waiver that applies in conjunction with the online waiver. Any player caught signing in as someone else will be suspended until further notice. The league will determine the penalty the offending player will be assessed.

PLAYOFF ELIGIBILTY

Players and goalies in the PAHL must play in at least 50% of their team’s league games to qualify for playoff participation. The only exemption will be for goaltenders in the case of an emergency, in which case a replacement from the League may be permitted. The substitution must be approved by the League Coordinator PRIOR to participation in any playoff game. Exceptions may be considered providing the League Coordinator is notified by the team a minimum of 1 week prior to the playoffs commencing. Goalies from higher divisions may NOT play down for playoff games.

Any team using an ineligible player will forfeit the game. If a team wishes to protest a playoff game, it must do so in writing to the League Coordinator within 48 hours of the end of the game. It is best to also report your protest of an ineligible player to the referee so they can include the information in their reports.

MOVEMENT OF TEAMS

The League Coordinator may move teams up or down a division based on the standings in the first half of the season.

PLAYERS PLAYING FOR MORE THAN ONE TEAM / CHANGING TEAMS

Men’s 19+ ONLY - Players wishing to play for more than 1 team may do so if the teams are only one division apart. Exceptions can be made if a player is playing goalie in one division and as a skater in another. Players are only permitted to play for 1 team in the post season unless they are a full-time member of both teams. Full time requires minimum participation in 50% of the league games for each team. If they have played for 2 teams in the regular season and did not reach 50% of league games played for both teams, they must pick only one team to play for in the playoffs. *** Players may play for two teams in the same division if the League Coordinator has moved one team into the same division as the other.*** (exception is if the player is the team rep for both teams)

Once your team has been eliminated from post season play, you cannot participate for your other team. If you are a full-time player for both of your teams, you will be permitted to play in the playoffs for both teams. Full time requires a minimum participation in 50% of league. If a player is a team rep for either one of his/her teams, that player may play for both teams in the playoffs as well.

If your second team is moved by the League Coordinator into the same division as the team you are currently playing for, you will be permitted to play for both teams. The League must be informed of this prior to playing for both teams. If the team requests to be moved up/down a division, the players may not play for both teams. Players may play for two teams in the Men’s 19+ League and only 1 team in each of the Ladies, Over 40 or 50 Leagues. If a player is playing for two teams (no more than one division apart) and one or both of their teams are moved by the league coordinator resulting in the two teams now being more than one division apart, the player will be permitted to continue playing for both teams due to the fact they played for both teams prior to the teams being moved.

Should a player wish to change teams, they must obtain written permission from the Team Rep of the team they wish to leave. This information would then be provided to the League Coordinator for approval. A player may only transfer once per season per division.

NUMBER OF PLAYERS

There is no limit to the number of players a team may have on their roster. Teams purchasing insurance need to be aware of roster limits their insurance policy may have for coverage.

A team must dress a minimum 6 players for each game. The maximum number of players permitted to dress is 17 skaters and 2 goaltenders (total of 19). It is the responsibility of the teams to be on time and ready to start at game time. In the event a team cannot dress a goaltender for a game, they may skate with 6 skaters instead.

If both teams are unable to dress the minimum number of players, the game will be declared a forfeit with neither team receiving a point, and the GAME WILL NOT BE RESCHEDULED. The forfeit fee will not apply in this case.

PLAYER BENCHES

Player benches are reserved for participating players ONLY. Players injured during the game may remain on the bench. No one under the age of 19 is permitted on the player’s benches at any time during the game. It is the responsibility of the participating teams to use the properly assigned benches during game play. If a team is on the incorrect bench, they will be required to move to the correct one by the end of the warm-up.

 Teams may have 1 coach on the bench during the game. Coaches that are abusive in any way, will be directed to leave the facility and will not be permitted on the player bench again. Should there be a complaint about abusive players/coaches on the benches, the league will investigate the matter.

***Any coaches/injured players who are viewing the game from the bench, must also sign a waiver and the scoresheet before the start of the game***

GAME FORMAT

Each game will be allotted ice for a duration of 1 hour and 15 minutes. The time is to be divided as:

5-minute warm-up

20-minute run time first period. Last minute stop time.

2-minute break between periods.

20-minute run time second period. Last minute stop time.

2-minute break between periods.

15-minute stop time third period.

League games – If at the end of regulation time the teams are tied there will be a 5-minute sudden death period. This will be played with 3 skaters and 1 goalie per team. If tied after 5 minutes the game stays as a tie.

PLAYOFFS- If teams are tied at the end of regulation, the game will be decided with penalty shots. The initial round will be with 3 players from each team.   If teams are still tied, the penalty shots will continue until one of the teams does not score in their attempt while their opponent does. No player may shoot twice until everyone on their entire playing roster has shot.

MERCY RULE 

The mercy rule will go into effect: 

a.    If there is a score differential of more than 5 goals with 5 minutes remaining in the third period, the time clock will run. If in the event of the score differential becomes less than 5 goals during that time, the clock will continue to run during the last 5 minutes of the third period.

b.    If there is a score differential of more than 8 goals at the START of the third period, the time clock will remain running for duration of the third period. 

FORFEITS

Any team that forfeits a game will have a $100 fine that must be paid prior to their next game. If the game was not played, the non-offending team will receive the fine equivalent in the form of a Boomer’s Gift Certificate.

TIE BREAKING PROCEDURE

If the winning percentages are equal in the League standings at the end of the season, the following tie breaking procedure will be used:

1.      Most Wins

2.      Plus/Minus (Difference between goals for and against)

3.      Least Penalty Minutes

4.      Most Goals

ENTERING THE ICE AT THE START

Players are not permitted on the ice until the Zamboni doors are closed. Offending teams will receive a 2-minute Delay of Game penalty to start the game.

AUTOMATIC ICING

Automatic icing will be in effect, including the puck crossing through the crease.

SLAP SHOTS

Slap shots are permitted in the Men’s 19+ League and 40+ League only. Fake slap shots are not permitted in Ladies Division 2 or 50+ League. The blade of the stick must not be raised above the knee. In the event it does, the play will be stopped and the face off will go down the ice as if it was an icing call

FACE-OFFS

If a team receives a penalty, the face off will automatically be in the end of the offending team. If there are coincidental penalties on the same play, the faceoff will remain at the dot closest to where the offenses were instigated.

BODY CHECKING

Body checking is not permitted at any level in the PAHL. There is a difference between body contact and body checking. Players and officials need to understand this.

Exceptions for Ladies division

-         Individual players can score a maximum of 3 goals in a game.

-         If the goaltender is struck in the mask/helmet the play will be stopped by the referees immediately.

o   If the puck goes directly into the net after the goaltender is struck in the mask/helmet the goal will stand.

o   If after the goaltender is struck in the mask/helmet the resulting rebound is shot into the net, the goal shall not count.

COINCIDENTAL PENALTIES

Teams will play at even strength in the event of coincidental penalties.

RECEIVING 3 PENALTIES

Any player receiving 3 penalties in a game will be ejected upon receiving their third penalty.

Team penalties, such as bench minors or Too Many Men, will not count towards the penalty total for an individual player. Players who serve penalties for teammates/goalies will not have the served penalties count towards their individual totals.

Goaltenders who receive 3 penalties will receive a Game Misconduct. S/he will remain in the game and will be suspended the following game.

Goaltenders who receive a Match/Gross/Abuse of Official (AOO) penalty will be removed from the game immediately. Teams will have the option of playing with 6 players.

4-minute penalties for High Sticking/Head Contact/Butt Ending/Spearing will count as ONE penalty out of the THREE only***

PENALTY ACCUMULATION

Men’s:

·        Players who accumulate 35 minutes in penalties during the regular season will be suspended for 1 game.

·        Players who accumulate 50 minutes in penalties during the regular season will be suspended for 2 games.

·        Players who accumulate 70 minutes in penalties during the regular season will suspended indefinitely and will be reviewed by League Coordinator.

·        All Penalty minute totals are reset to 0 when the regular season is over. Everyone starts the playoffs with 0 penalty minutes. If a player incurs a suspension while in the regular season, the suspension will carry over in the playoffs as well. Only the penalty minute totals are reset, not suspensions.

Women’s:

·        Players who accumulate 25 minutes in penalties during the regular season will be suspended for 1 game.

·        Players who accumulate 35 minutes in penalties during the regular season will be suspended for 2 games.

·         Players who accumulate 50 minutes in penalties during the regular season will suspended indefinitely and will be reviewed by League Coordinator.

·        All Penalty minute totals are reset to 0 when the regular season is over. Everyone starts the playoffs with 0 penalty minutes. If a player incurs a suspension while in the regular season, the suspension will carry over in the playoffs as well. Only the penalty minute totals are reset, not suspensions

HIGH STICKING - See Head Contact

CHECKING FROM BEHIND

Any player who receives a minor/major penalty for Checking from Behind will be ejected from the game.

Any player receiving a major penalty for Checking from Behind will result in a minimum 1 game suspension and will be reviewed by the League Coordinator.

HEAD CONTACT PENALTIES

Players who make contact an opposing player’s head are subject to receive a ‘Head Contact’ penalty.

A 2-minute minor penalty will be assessed for accidental head contact. A 4-minute double minor/Major/Match penalty will be assessed for deliberate head contact. It is up to the discretion of the on-ice official on what penalty will be assessed based on the severity on the head contact.

All High Sticking penalties will be 4 minutes in length, unless a Major/Match penalty is called. This penalty counts as one penalty. If a player is cut because of a high stick, the offending player will automatically receive a 5-minute major penalty and a Game Misconduct.

A player receiving a major penalty for High Sticking (accidental) will be ejected from that game only. The officials must state “Accidental High Stick” on the score sheet. Anytime an opposing player is cut open and bleeding from a high stick, the offending player must receive a 5 Minute penalty for High Sticking.

MAJOR PENALTIES

Players receiving a major penalty will be ejected from the game and suspended for one additional game.

 

FIGHTING PENALTIES

A player receiving their first Fighting Major will be ejected from that game and suspended for a minimum of three additional games. (Any Fighting penalty will be reviewed by the League Coordinator and assessed accordingly.)

If a player receives an Instigator penalty for the fight, that player will be suspended for an additional 2 games.

A player receiving their second Fighting Major will be suspended for 5 games. (Any Fighting penalty will be reviewed by the League Coordinator and assessed accordingly.)

If a player is issued an instigator penalty and a fighting major, the opposing player, at the discretion of the League Coordinator, may not be suspended any additional games. Both players will automatically be removed from the game they received the penalties in.

Players who have a history of fighting, violent behavior or abusive behavior may be suspended indefinitely at the discretion of the League Coordinator.

GAME EJECTION

A player receiving a Game Ejection penalty will be ejected from that game only. This player is eligible for the next game if no further penalties follow from this ejection.

MATCH/GROSS/ABUSE OF OFFICIAL

A player receiving a Gross/AOO penalty will be suspended for a minimum of 2 games.

A player receiving a Match penalty will be suspended for a minimum of 3 games.

All Match/Gross/Abuse of Official penalties will be reviewed by the League Coordinator and assessed accordingly.

SUSPENSIONS

The League Coordinator will handle all suspensions.

It is the responsibility of the Team Rep to contact the League Coordinator if clarification is required. Only the team rep will be contacted regarding the suspensions. However, all suspensions will be available through the League stats. Suspensions serious in nature will carry over from year to year, season to season, whether the league is Winter/Summer/Spring.

Suspension in past seasons will be considered when serious offences occur. PAHL reserves the right to suspend players at their discretion to provide a safe playing environment for all their players and officials.

SUSPENDED PLAYERS

A suspended player who participates while under suspension, will result in his/her team forfeiting any games that they participate in. The player will be suspended indefinitely. The Team Rep will also be suspended for a minimum of 1 game for allowing a suspended player to participate while under suspension.

If a player is registered in both the Men’s 19+ and the Co-Ed Divisions, the suspension will apply to both divisions.

Any player on the 2050 club is not permitted to play in the league until the year 2050. The list can be viewed at:

APPEALS AND COMPLAINTS

Any suspension of 2 or fewer games are final and cannot be appealed.

All appeals must be submitted in writing or emailed to the League Coordinator within 48 hours of game completion. A team must be in good financial standing with the league to file a complaint.

All appeals/complaints must be submitted by the Team Rep. Submissions from individual players will not be accepted. Suspensions that are serious in nature, may take a few days to have the suspension length determined. Once the suspension is posted, the team rep has 48 hours to submit a written appeal.

Along with a written appeal, $100 must be submitted to the league to file an appeal. Once the written appeal and bond has been submitted the appeal process will begin. If the suspension is reduced or terminated the appeal bond will be returned in full to the team applying for the appeal.

 

 

ALTERCATION(S) OFF THE ICE

Any players taking part in altercations (verbal/physical) off the ice, including but not limited to the dressing room area, concourse, Boomers, or the parking lot, will be subject to an indefinite suspension.

This could include a suspension from the property by arena owners and management.

DRINKING/SUBSTANCE ABUSE

All teams and patrons are prohibited from drinking alcoholic beverages and using illegal substances in the arena building, dressing rooms, and parking lot. Alcohol may only be consumed in Boomer’s Bar and Grill.

If teams are found with alcohol in the playing area, the team rep will be suspended from league play.

***All teams must leave their respective dressing rooms no later than 30 minutes after the conclusion of their game. Failure to comply with this rule could lead to fine and/or suspensions to the offending team, players and/or the team rep.

SOCIAL MEDIA

Any Social Media misconduct such as trolling, threating, racial comments or statements found not appropriate by the Planet Ice league and facility management related to Planet Ice social media content including but not limited to our Facebook, Twitter, Instagram, Snapchat pages can result in league suspensions.

2022 Addendums


Feb  2022

For this season only, the Playoff minimum number of games has been reduced from 50% to 33%.

Division 1–6  = 10 games  (30 regular season games)
40s and 50s   = 9 games  (26 regular season games)
Ladies division = 8 games (22 regular season games)

There will be no exceptions. 

Except for some medical exceptions may be granted, such as recovery from a torn acl is now complete.

These may be considered providing the League Coordinator is notified by the team a minimum of 1 week prior to the playoffs commencing AND a doctor’s note/letter is included.

  • a player can be a full time player on 2 teams that are 1 division apart. * unless one team is moved by the League Coordinator.
  • If they are a full time player they can not be a spare on another team in their division.
  • A player can be a full time player in one division and be a spare on multiple teams in a different division as long as it is within 1 division of the team they are a full time player on.
  • A player who is not a full time player on any team may be a spare for unlimited teams in a division or in 2 divisions providing the 2 divisions are within 1 division of each other.
  • Goalies are special and therefore can play in any division. 40+ and 50+ still have age restrictions.
